One reason Wolvie will be popular is he deals a lot of damage quickly if he can get in and start a combo. With the right assist, [Arthur Daggers or Sentinel's Sentinel force charge] he can pretty much get in at will. With Hyper meter to burn he gets even more dangerous. Two extended combos into Fatal Claw can kill any character in the game

On Galactus I think I took off half of his life with one crossover attack. Can't remember who I used, but probably projectile people.

OK, Finally tested Phoenix to see just how powerful she really was(my first impression was weak because she can't take too many hits), but using Thor(Mighty Spark), Sentinel(Sentinel Charge), and Phoenix(TK something) I just beat Very Hard and it wasn't that hard.
Sentinel and Thor have the two highest healths, and they seemed to support each other well to where usually by the time they died I had everyone on the other time under 1/4th of health and 5 hyper bars(only once did I not get to 5) so it was clean up duty for Phoenix lol.
Galactus? A cake walk. On Very Hard it only took me a few seconds to kill him once I unleashed Dark Phoenix(he was about 90% of health still).
Only people that gave me problems. Wesker/Wolverine/X-23. They kicked my ass a couple times especially Wesker. Especially Wesker X-Factored lol.
But I wouldn't say Phoenix is overpowered because she still has the crucial weakness of low health so if you can get a combo on her(even as Dark Phoenix) she's screwed lol.

I don't use any of the high stamina characters, and I do quite well with supporting her. So I assume if one did, as you did, use Thor and Sent with her she would very quickly BECOME OP'd. I don't like saying it, but I believe Phoenix was created with the intent of people using her 'cheaply'. The best strategy with her is to not, get hit. You cannot do this, without using her projectiles, traps, and a couple combo loops abusing the TK Overdrive. Her stamina is simply too low to use her in the normal capacity of other characters. Especially since everybody spams Hulk/Sentinel/Thor/Magneto/Ryu/Wolverine/Dante/Wesker/Chris etc etc. People who either have high tier stamina, or high tier damage outputs. You just, can't, use Phoenix 'normally' against those kinds of foes. Not unless you're a professionally payed player using her against a noob using the high spec team. In which case things can be different. But still. Yikes. As is she is indeed my own 'X-Factor' without the use of said ability. She is pretty much as you described her, 'Clean-Up Duty'. I can switch her out and just blast away a couple times then switch her back. Or enable the actual X-Factor and go to town. As for Dark Phoenix... well that whole shift is just insanity lol It's like merging Shin Akuma with Sunburnt Sakura at the cost of a time bomb health meter. Big whoop. I don't see many people aside from high ability ones SURVIVING the 60 seconds it'd take for Dark. P's health to die. It's insanely hard to touch her in that mode, full screen waves of projectiles in all ranges from low to high. Everything gets turned up to '11'. ... It does however sadden me that from my analysis thus far, she was invented to be 'spammed'. Then again, I'm still hoping and voting for Juri as one of the new DLC chars so... she's spammed a ton in SSF4. Makes it hard to use her as a normal char without someone assuming I'm gonna pinwheelpinwheelpinwheelpinwheeldivekickdivekickexpinwheelexdivekickdivekickdivekick the whole match.

I think i have my team pretty much set. Super-Skrull/Storm/Sentinal sent will probably be replaced once i can find a another character who can provide cover fire for Skrull's rushdown.

My main two teams(I switch between them) are Zero/Dante/Wesker and Wolverine/X-23/Felecia. Any fighting game, I favor speed over power and in the case of Zero and Dante they seem to have the best combo ability.
I would say Wesker is the top character. He's a great counter to Phoenix and most characters with his speed and moves. If you use X-Factor on Wesker you can demolish even X-Factored Dark Phoenix as long as you play smart. By that I mean be defensive mostly until Dark Phoenix's X-Factor wears off then unleash hell which I learned is doable by being on the receiving end of that beatdown(I had Wesker down to about a third of his stamina and my hypers still couldn't finish him off).
Sentinel in overall use I would say is 2nd with Phoenix third. The Sentinel Charge assist is the best assist I've seen and Phoenix plays more like a last resort or clean up because of how fragile she is.

Just some random thoughts on other characters I've tried.
X-23 is very fast, but also very fragile at the same time. With the right projectile assist, you can pin your opponent down and rush them down relative safety.
Ironman is mobile, has great projectiles and can play great rushdown. Couple this with a level 3 Hyper that has very fast start up, is invincible till it crosses the screen, and does 430,000 damage. I don't see why more people don't use him.
Akuma is very good in this game as well. Even better then he is in SSf4.He can also function great as the meter builder or user of your team. since Messatsu-Gohado Agyo is one of the rare hypers that leaves your opponent standing, making it great for DHCs.
Arthur is fun to play as but isn't very good. His assists are great though, Fire bottle toss can OTG, and Dagger toss is great cover for Rushdown characters.

I'm doing a hell of a lot of damage with C. Viper. The fact that she's retained the EX attacks and most importantly the FA's? Huge combo broken-ness. I'm noticing with the exception of Ryu, cause he's OP'd no matter what game he's in. All of the SF characters are better in MVC3 than in SSF4. Scary when you think about it, since Chun-Li was already High Tier period.
Now the ability to triple jump off of L.L combo's and pull off SBK's in mid-air, that are all cancel-able into ultras? Jesus man lol For fairness sake alone I don't ever have Viper/Li in the same team.
It's just wrong. It's just wrong.

Ah finally got my hands on the infamous picture that dictates the flow of all things 'balance' and 'just' with MVC3

Even though Jwong finds the game cheap, he just won Winter Brawl MVC Singles and teams tourneys.
His teams are Wolvie/Storm/Akuma & Shulk/Ammy/Tron.
Before tonight people were making mad fun of She-Hulk but now that Jwong won a major tourny people are going to pick her lick crazy just like Rufus.

Yes I am getting quite tired of how people take characters 'pro players' use and suddenly fawn all over them and their-just-now-as-of-the-moment 'high tiers'

I've been trying to learn Shulkie since I got the game, her playstyle is sorta weird though. She's a lot like El Fuerte.

I think the game is balanced in that no one is useless if you know how to use them(I suck with MODOK, but I've heard of others kicking ass with him), but it definitely has some characters that are newbie friendly and easy to abuse even against good players.

About the only newbie friendly characters I see in the game are Dante and Sentinel.
