So, as many of you know, I am not doing the Xaviers, or any other whacky characters that I normally do, but I am putting full concentration on Sebastian.
With that said, and given with what you see from last year and currently this year, what are your thoughts on Sebastian?
Please be critique as much as you like. I really want to expand with Sebastian.

Because XWA is kind of overrun with cerebral heel characters, some that stand out exponentially over the pack such as MVS, Jasta and Khryst, your biggest challenge is going to be differentiating him from the other characters in the genre without copying or emulating the more prominent characters. That's a challenge in and of itself. It all depends on what direction you plan on taking him as well as who you choose to work with in the process.

A heel group of Dennis Millers could be a trip. Or it could be a complete disaster. Especially when it's a group of heels who aren't partial to getting some egg on their face. A trend I notice a lot with the Takedown heels is that they just sling insults back and forth, with none of them ever even really acknowledging the previous insult. Doesn't at all seem convincing, just like two characters trying to get over at the others expense. When you're bested IC verbally, acknowledge it. Show a little emotion and don't immediately think of retaliating with another dig at your rival. Makes your character that much more believable. I lost count how many times I let Jimmy get over on Lionel verbally. But it makes the long term rivalry between the two more compelling because whereas Jimmy wins many of the verbal battles, Lionel has the edge in the physical ones. Heels that need to have the last word every time get real boring, real fast.

I wasn't looking at an overall picture of XWA and it's heels, I Was more looking for critique about how Sebastian has/how I've rp'd him and such.

It's a fair thing to say that we'd actually need to see what you do, and what you can do with him before we can give you any sort of grade. Only thing we've seen of Sebastian was his brief (emphasis on brief) feud with XXL before he dropped out completely. What I can tell you is that if you want positive gains for the character, you're going to need to put in the leg work. Don't expect people to come running at the chance to work with you. He's an untapped, relatively unknown character, and not as a dig on you personally, but you're a handler notorious for starting strong as a bull and finishing weak as a sheep. You're going to have to come up with ways to get Sebastian in the conversation of the upper crust of Takedown, and not depend on others helping put you over. Same way MG did last year, and we see how extremely well that worked for the character. In summary, Sebastian's destiny in XWA is in the hands of one person, and one person alone. Yours. Put in the time and effort to build the character into something relevant to Takedown's eb and flow, and things will fall into place naturally. Slack off as you have in the past, and he'll just be another in a long list of characters who have come and gone with no remote kind of impact.
